The <br />moratorium ordinance was eventually modified to permit Minor Auto Repair and Major <br />Auto Repair to continue without application of the moratorium. However, it was clarified <br />that Auto Sales and sales or repair dealing with Salvage Vehicles would continue to be <br />subject to the moratorium, pending review and appropriate amendments to the City's <br />Codes. <br />Staff is proposing a series of zoning ordinance amendments, along with appropriate City <br />licensing regulations, to address the issues that are often confronted with these types of <br />uses. The format of the following material identifies the existing code language, and <br />then proposes changes to the text. Along with the text changes, commentary is <br />provided to clarify the issues and the approach being taken in the amendments. <br />1. Motor Vehicle Sales, Indoor. <br />Staff has observed that in some cases, properties with Indoor Used Car Sales licenses <br />may be utilizing the indoor space (reserved for vehicle display) for repair or other <br />operations, moving for -sale vehicles outdoors. It is often difficult for enforcement staff to <br />distinguish between vehicles for sale, and vehicles waiting to be repaired — indeed in <br />some cases, there may not be a difference. <br />
