7. A strip of not less than five (5) feet adjacent to the public right -of -way shall be <br />landscaped and screened in compliance with Section 903.020.G of this Ordinance. <br />Landscape plans for the proposed development shall be submitted to and <br />approved by the City Council and City staff. <br />8. Such use is not located within two hundred (200) feet of residentially zoned <br />property. <br />9. No more than a total of two (2) motor vehicle sales lot licenses may be in full <br />force at any one time in the B -2 and B -3 Districts, nor may more than a total of <br />four (4) such licenses be in force at any one time in the B -2, B -3, B -4, and I -1 <br />Districts combined. <br />10. License shall be subject to an annual review. <br />11. The provisions of Section 921.010.0 of this Ordinance are considered and <br />satisfactorily met. <br />The standards applying to Outdoor Motor Vehicle Sales Lots are essentially the same <br />as those applying to parking lots — paving, curbing, setbacks and green area, etc. <br />There are some obvious additions — limitations on total number of vehicles (10), and <br />space (380 square feet per vehicle). Because they are supposed to look like parking <br />lots, it is typically difficult to discern when a particular business may be displaying for - <br />sale vehicles beyond the permit and licensing allowances without multiple trips to the <br />site. The limitation on number of vehicles is a relatively recent addition to the standard, <br />and is designed to minimize the use of industrial park land for auto sales lots. <br />3. Salvage Vehicle Sales and Repair <br />This class of use has also raised issues for the City, and has had some history with <br />parts storage and disassembly - reassembly concerns. The current regulations provide <br />as follows: <br />F. Salvage Vehicle Repair, provided that: <br />1. Salvage Vehicle Repair, as defined by this ordinance, shall require a separate <br />license, and such use shall demonstrate compliance with all terms of the licensing <br />ordinance. <br />2. No more than four (4) licenses shall be in force in the City at any one time. <br />3. Parking of employee vehicles shall be in compliance with Section 903.050 of this <br />Ordinance. <br />4. All materials waiting for disassembly, re- manufacture, repair and /or assembly <br />shall be stored indoors, or shall be subject to a separate Conditional Use Permit <br />for Outdoor Storage per the requirements of Section 914.045.A of this Ordinance. <br />5. There shall be no open outdoor storage of parts, clips of vehicles, partial vehicle <br />bodies or frames, or any other component except where expressly allowed by the <br />Conditional Use Permit process, if available. <br />6. Waste or recyclable material shall be contained in a refuse container. All such <br />containers shall be stored within a screened enclosure within the rear yard of the <br />property. <br />7. No Salvage Vehicle Repair use may occur in any building, or on any site, that is <br />not in full compliance with applicable building and fire codes. <br />
