MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 12, 2013 <br />PROPERTIES is part of his report (changes made as the result of the workshop were <br />highlighted in blue). He pointed out that the diagram will need to be <br />updated to reflect the changes from the workshop. The Planner then <br />reviewed the proposed definitions relative to Parking, Storage, Screening, <br />Trash Collection, and Winter Parking. The Planner reported that the <br />direction at the end of the workshop was that the changes would be <br />brought back for review by the Council and Commission at a subsequent <br />workshop. <br />Duray recommended that the Council hold a joint workshop meeting with <br />the Planning Commission on Thursday, October 10th, 6:00 p.m. just prior <br />to the Planning Commission meeting to review the issue of parking and <br />storage on residential properties. <br />Motion seconded by Murphy. <br />Motion carried 5 — 0. <br />COMMISSION It was noted that as part of the City's Goal Setting Session, a goal was <br />ORDINANCE established to review the procedures utilized for the City's commission <br />REVIEW appointment process. Based on this goal and additional Council <br />discussion, City staff surveyed surrounding cities relative to key issues <br />including commission interview and appointment process, term limits, etc. <br />Based on survey results, staff prepared proposed Planning Commission <br />Ordinance amendments for the Commission's review and comment. <br />Comments will then be forwarded to the City Council for review. <br />The Commission began with review and comment on each key issue. <br />Establishment of Commission — the consensus was to modify staff's <br />recommendation so that the ordinance states "not more than seven (7) <br />members ". <br />Interview Process — the consensus of the Commission was that the <br />interview process as stated in the draft ordinance was acceptable. <br />Term of Office /Number of Terms/Vacancies — the Commission has a <br />great deal of discussion relative to the establishment of term limits. <br />Barraclough stated his support for getting new people on the Commission, <br />but felt that if term limits are established, they should be no less than the <br />three 3 -year terms proposed. He noted that it takes a new Commissioner <br />one to two years to have a full understanding of the process and issues. <br />Fischer stated that in the last few years the City has been fortunate to have <br />applicants to the Commission, noting that this has not always been the <br />case. He indicated that in his first years on the Commission he leaned <br />-6- <br />
