Q: How should we address indoor use of electronic cigarettes? <br />A: There are two options: if you wish to prevent vaping lounges from sampling, you can insert the <br />attached sample language into your tobacco licensing ordinance. If you wish for a broader interpretation, <br />there must be more generalized language in your city code. Ramsey Tobacco Coalition (RTC) will work <br />with your city on either or both of these options. <br />Q: Is the nicotine and lobelia language strong enough to clearly state our intentions? <br />A: These products have changed a great deal in the past two years. When you amended your tobacco <br />ordinance, we felt this was sufficient. Recently we have heard of other substances being put into <br />electronic cigarettes. The language is strong. The Department of Revenue is using the same language to <br />tax these products. If you feel that you would like to adopt stronger, more comprehensive language, <br />contact RTC. I have attached more comprehensive electronic cigarette language for you and your city <br />attorney to review. <br />Q: Is c- cigarette use prohibited indoors as traditional cigarette use is? <br />A: The Minnesota Clean Indoor Air Act does not prohibit their use. Language in your local ordinance <br />does not prohibit indoor use either (just in shops licensed to sell tobacco). Municipalities can adopt <br />stronger restrictions, as Duluth did earlier this week. <br />Additional resources: <br />1. The Department of Health will be sponsoring an e- cigarette webinar in the near future. We will <br />let you know the date and time. <br />3. Refer to the attached fact sheet on electronic cigarettes. <br />4. The RTC staff is available to meet in person and to provide any assistance you require in <br />updating your ordinance.
