ULGUI LHG ASSO(IATtc <br />Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: August 23, 2013 <br />RE: Arkwright - Sunrise Area Feasibility Study Addition <br />Little Canada Portion of McMenemy Street <br />The Arkwright- Sunrise Feasibility Study prepared by the City of Maplewood is attached <br />to this memo. The project feasibility study includes the reconstruction of the Little <br />Canada portion of McMenemy Street. In addition to the street work the existing Cast <br />Iron Pipe (CIP) watermain is being replaced with new Ductile Iron Pipe (DIP) and areas <br />of deteriorated sanitary sewer are being lined. The sanitary and watermain systems <br />serving the area are Maplewood systems, but they do provide service or the potential for <br />service to the Little Canada properties. The study addresses the existing conditions, <br />proposed improvements, and documents the need for the project, its feasibility, and cost <br />effectiveness. Due to the completion of the feasibility study by Maplewood staff and <br />their City's inability to assess residents of Little Canada, the cost recovery section of the <br />document only provides an overall cost to the City of Little Canada. This memo is to <br />provide additional information to the City Council on the funding of Little Canada's <br />portion of the improvements. <br />The total cost of the project to the City of Little Canada is estimated at $243,000.00 <br />which is exactly half the costs estimated for the work on McMenemy Street. This <br />includes the lining of the sanitary sewer, replacement of the watermain, and the street <br />and storm sewer improvements. Using the estimated project costs we have prepared a <br />preliminary assessment roll for the Little Canada properties that access McMenemy <br />Street. Based on the City of Little Canada's assessment policy up to 85% of street <br />reconstruction costs can be assessed based on an 8,/3" urban section with a maximum <br />assessment rate of $65.25 per front foot. For this project the maximum front foot rate <br />would apply. <br />Based on these assessment figures approximately 25.5% of the project costs will be <br />assessed and 74.5% of the costs will be borne by the City.
