ARKWRIGHT - SUNRISE AREA IMPROVEMENTS <br />CITY PROJECT 12 -09 <br />EXECUTIVE SUMMARY <br />ARKWRIGHT STREET, BURR STREET, CLARK STREET, DESOTO STREET, HENDRY PLACE, <br />HIGHWAY DRIVE, LARK AVENUE, LAURIE ROAD, MCMENEMY STREET, SUNRISE DRIVE, <br />VIKING DRIVE <br />Project Summary <br />This feasibility report has been prepared for the Arkwright- Sunrise Area Improvement Project, <br />City of Maplewood Project 12 -09. The above referenced streets total approximately 2.2 miles in <br />length. The neighborhood area is generally bounded by Highway 36 to the North, Edgerton <br />Street to the East, County Road B to the South, and Interstate 35E to the West. The proposed <br />improvements include the following: <br />1) The full reconstruction of all streets listed above. Full reconstruction of these streets will <br />include removal and replacement of the existing aggregate base and bituminous. The <br />street reconstruction will also include sub grade corrections consisting of replacing the <br />sub grade fill material with a sand sub base, drain tile, and a geo- textile fabric. <br />2) Concrete curb and gutter installation for all streets. <br />3) Street layouts that reflect the City's "Living Streets" policy. These layouts include <br />narrower street widths and the addition of sidewalks on select neighborhood streets. <br />The closure of Sunrise Drive at Edgerton Street is recommended to reduce the amount <br />of cut - through traffic in the neighborhood. <br />4) Installation of a new storm sewer system throughout the neighborhood to relieve <br />drainage Issues. <br />5) Evaluate and implement storm water best management practices as required to meet <br />Ramsey - Washington Metro Watershed District and City of Maplewood requirements as <br />well as the City's non - degradation and MS4 permit obligations. <br />6) Conduct repairs to the existing sanitary sewer system. The sanitary sewer system for <br />the project area has a history of root intrusion and structural deficiencies. Review of the <br />existing sanitary sewer system shows that spot repairs and lining of the main line will be <br />required. <br />7) Conduct private sewer service televising, cleaning, and inspection as needed. Evaluate <br />televising data to determine needs for sanitary sewer service repairs within the street <br />right -of -way. <br />8) Conduct watermain replacement and repairs in the area in conjunction with Saint Paul <br />Regional Water Services' ( SPRWS) capital improvement plan. SPRWS has identified <br />approximately 7,500 linear feet of watermain replacement and 1,000 linear feet of <br />watermain extension. SPRWS is currently evaluating other water system repairs, <br />replacements, and enhancements for items such as gate valves, hydrants, curb stops <br />and other system components. <br />9) Sidewalk along the south side of County Road B from Mississippi Street to Edgerton <br />v <br />8 <br />
