Exhibit 15 provides a more detailed construction and <br />project cost estimate. <br />8.0 COST RECOVERY <br />An independent appraisal firm was hired to ascertain an opinion of special benefit received by <br />properties within the project area. This information was used to set the proposed special benefit <br />assessment amounts for the project area. There are 137 assessable residential parcels within the <br />Arkwright- Sunrise project area. Of these parcels, 14 are proposed to be assessed for watermain <br />along Burr Street where service is currently unavailable. There are an additional 16 assessable <br />residential parcels along the proposed project addition of Burr Street and Eldridge Avenue. <br />Exhibit 16 details the preliminary assessment roll. Exhibits 17 -19 show the properties proposed to <br />be assessed part of this project. <br />Based on the City of Maplewood's Pavement Management Policy, parcels will be assessed on an <br />equal "unit" basis. The project assessment "unit rates have been set based on the special <br />benefit appraisal as follows: <br />• Residential <br />o Area 1 Special Benefit Assessment Rate = $4,125 /unit <br />• Full Reconstruction <br />o Area 2 Special Benefit Assessment Rate = $4,500 /unit <br />• Full Reconstruction (Slightly Larger Lots) <br />o Area 3 Special Benefit Assessment Rate = $1,950 /unit <br />• Pavement Rehabilitation <br />o Watermain Assessment Rate = $5,770 /Unit <br />• Based on 2013 City of Maplewood Assessment Rates <br />• For those properties on Burr Street north of Hendry Place as show on <br />Exhibit 19. <br />21 <br />31 <br />
