NORTHWEST ASSOCIATED CONSULTANTS, INC.
4800 Olson Memorial Highway, Suite 202, Golden Valley, MN 55422
Telephone: 763.231 .2555 Facsimile: 763.231 .2561 planners@nacplanning.com
MEMORANDUM
TO: Little Canada Planning Commission
FROM: Stephen Grittman
DATE: October 4, 2013
RE: Little Canada —Auto Sales /Salvage Moratorium
FILE NO: 758.09 — 12.05
Background
This memo forwards additional information related to the City's moratorium on Auto
Sales and Salvage repair licensing. Staff put together a summary of the Auto - related
licenses in the City, which we have re- structured a bit to show the licensing by street.
The data prepared by staff show that there are 11 properties in Ryan Industrial Park
with some sort of auto - related license. Eight of those have major auto repair and
outdoor storage licenses only.
Three parcels have other combinations, although all three also include outdoor storage
as one of their licensed uses. Outside the Ryan Industrial Park area, there are nine
other parcels with some aspect of auto - related uses — some of those are zoned in a way
that does not allow outdoor storage, and others have sales or repair licenses only.
We will follow -up with enforcement issues to try to discover whether there are certain
combinations of uses that raise particular issues for the City. While major auto repair
and outdoor storage are the predominant uses, it is not clear from this information
whether (as planning staff had suggested) that the combination of various repair, sales,
and storage uses is the issue. Additional information will be gathered and brought to
the Planning Commission for its consideration at the upcoming meeting.
Summary and Recommendation
No further recommendations at this time, subject to additional information discussed at
the Planning Commission meeting.
pc: Kathy Glanzer
