• A COMMITMENT TO IMPROVED LAND AND WATER RESOURCE <br />MANAGEMENT IN THE PHALEN CHAIN OF LAKES WATERSHED: <br />A SEVEN -POINT ACTION PLAN <br />Whereas, during the past 150 years, the landscape of the Phalen <br />Chain of Lakes Watershed has been transformed by cultivation and ur- <br />banization, causing degradation of water quality and habitat; and, <br />Whereas, The Phalen Watershed Project was initiated by local and <br />state organizations and funded by the McKnight Foundation to develop a <br />comprehensive, long -range plan for improved management of land and <br />water resources in the watershed; and <br />Whereas, the Phalen Watershed Project Steering Committee places <br />a high value on the protection and enhancement of natural resources for <br />the benefit of residents and communities in the watershed, and has cre- <br />ated a blue -print for future management of land and water resources, <br />entitled "A Seven Point Action Plan to Manage the Phalen Chain of <br />Lakes Watershed" (herein referred to as the Plan); and <br />Whereas, the Plan sets forth specific watershed goals, and outlines <br />implementation strategies to achieve these goals during the next 50 years <br />through a partnership among citizens, local governments, businesses, <br />organizations and local, state and federal agencies; and through the es- <br />tablishment and support of a Watershed Natural Resources Board to <br />promote and coordinate implementation of the plan: <br />Now Therefore Be It Resolved that the Signatories reaffirm their <br />commitment to improved land and water resources in the Phalen Chain <br />of Lakes Watershed through the pursuit of the following goals and types <br />of strategies contained in the plan: <br />1 <br />PH kLEN CHAIN OF LAKES WATERSHED PROTECT <br />Page 31 <br />
