16 <br />State and federal agencies may use the plan to: <br />1. Make funding decisions and establish funding priorities. <br />2. Coordinate with other groups to make decisions about further <br />wetlands, water quality, and natural resources management and <br />research. <br />3. Coordinate with other governments and groups through the Natu- <br />ral Resources Board created to implement the plan. <br />4. Guide technical assistance and other activities and projects con- <br />sistent with and complementary to the mutually developed and <br />agreed upon plan. <br />Watershed residents, businesses, and others may use the plan to: <br />1. Increase understanding of natural resources issues in the water- <br />shed, and understand how management of each property may <br />affect the quality and quantity of watershed resources. <br />2. Design projects and management activities so that they are con- <br />sistent with the plan and complement the existing or planned pro- <br />tection, restoration and management scheme. <br />3.
