515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484 -4538
MEMORANDUM
TO: Mayor Hanson & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: May 20, 1994
RE: 1993 Improvement Project Change Orders
MAYOR
Raymond G. Hanson
COUNCIL
Beverly Scalze
Jim LaValle
Steve MoreIan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
Attached is Change Order #2 for the above - referenced project.
The City Engineer has recommended approval of the change order as
presented.
Part I is for the drain tile repairs adjacent to the Angelo
Scalze property. These repairs were needed to collect drainage
from the Vanderbie tile and to tie it into the storm sewer
system. This prevents water from flowing through a broken
section of pipe on to Mr. Scalze's property. It also eliminated
construction of a catch basin at the intersection of Desoto
Street and Allen Avenue.
Part II relates to other repairs for the Vanderbie drain tile.
During the course of construction of the utilities, the drain
tile was encountered at various locations. This needed to be
tied into the storm sewer system and /or repaired to ensure
continued operation of the tile.
Part III is for the addition of sewer and water services for the
Becker lot on Alien Avenue. This is an extremely high amount to
pay for these services. However, they were installed after the
road had been paved. It was my decision to install these
services due to the fact that the Becker's had been assessed for
them and the likelihood that the lot will be developed in the
future. I felt it wise to get the services installed and let the
freeze /thaw cycle of the winter have an opportunity to act before
the final lift of asphalt is put on that street. The costs are
high due to the depth of the sanitary sewer system, the amount of
material that had to be excavated and replaced with Class V, and
some additional patch work for the street. I have discussed this
matter with Mr. Frattalone as to the reasonableness of charges.
He feels this is the amount due him for the work performed.
Harlan Olson of Bonestroo has indicated that while the charges
seem high, the nature of this work does not make them
unreasonable.
Page 114
