April 28, 1994 <br />Page Two <br />Federal regulations also require that we advise you of your <br />opportunity to "opt out" of the County's Entitlement and <br />compete directly with other cities in the State's small cities <br />program. We, of course, hope that you will not choose this <br />route, as we feel that the County program is your best <br />opportunity of receiving an allocation for an eligible project. <br />If, however, you do choose to "opt out ", please be advised that <br />you may not have an opportunity to participate with us for the <br />next three years. "Opt out" notification must be made to both <br />the County and the local HUD office no later than May 20, 1994. <br />SIGNING A COOPERATION AGREEMENT DOES NOT REQUIRE THAT YOU <br />ACTIVELY PARTICIPATE IN THE PROGRAM. IT DOES PROVIDE THE <br />COUNTY WITH THE NEEDED POPULATION TO QUALIFY AND INFLUENCES OUR <br />ANNUAL ALLOCATION. <br />We are pleased with the active participation of a number of our <br />municipalities over the past several years. We would like to <br />see more communities who believe they have an eligible project <br />contact us about the possibility of funding. It is interesting <br />to note that every community that has proposed a project that <br />meets the HUD national objectives, can comply with all of the <br />federal rules and regulations, and is prepared to proceed, has <br />received an allocation for the project. In addition, several <br />projects have been undertaken suburban -wide which benefit low <br />and moderate income persons in your individual communities. <br />In summary, we ask that you return the enclosed cooperation <br />agreements to us no later than June 17, 1994. Either a Council <br />resolution or a statement from your legal counsel indicating <br />the authority for the signatories to enter into the agreement <br />should accompany it.
