• Service delivery as it relates to development and density of <br />development; <br />• The general location and extent of development of public utilities <br />and terminals, whether publicly or privately owned; <br />• Economic Development; and <br />• <br />Such other matters which the County Board deems necessary <br />for review to protect the health, safety, and welfare of the <br />residents of the County. "9 <br />The primary role of the County will be to facilitate and <br />coordinate a community based and intergovernmental <br />planning process. The plan itself and the process for <br />developing it will follow a strategic planning format. <br />Strategic planning has specified elements that remain relatively <br />constant regardless of who is doing the planning or from which <br />sector or professional discipline one models the plan. Those include: <br />1. identification of and inclusion of key stakeholders. <br />People who have special interests related to a given service or policy <br />area, those who are consumers /users of services, competitors and <br />collaborators in the delivery of those services, people with particular <br />expertise and /or responsibility related to the area being developed, <br />and members of the larger community who bring a broader more <br />public citizen viewpoint will all be included as County stakeholders. <br />2. Environmental Scan. This step requires a compilation of <br />relevant data and existing commitments, governing limitations <br />and /or statutes, ordinances or other public policy of record. In <br />addition, planners need to identify environmental /community trends <br />that influence the delivery of services, and produce analyses of both <br />the internal and external strengths, weaknesses, opportunities and <br />challenges that face those planning for and delivering a diverse set of <br />services. This step is intended to provide a comprehensive <br />understanding of the present circumstances and situation facing the <br />organization(s) and community. Input regarding public satisfaction <br />and opinion is intended to be a part of this step. Collaborative work <br />with public and private partners with outside funding to conduct a <br />citizen survey and develop base data regarding general opinions and <br />satisfaction of the citizens of the County will be explored. <br />8 <br />Page 27 <br />
