2. Improve government experience /opinion of citizen participation <br />by focusing on future opportunities rather than past action. <br />3. Assure the involvement and participation by stakeholders and <br />citizens with representative and multiple perspectives. <br />4. Increase the knowledge of a strategic planning process for the <br />majority of involved parties and the general citizenry of the <br />County. <br />5. Improve cooperation between the County and municipalities in <br />creating a vision for services and shared responsibility for the <br />delivery of services. <br />Product Goals: <br />1. A comprehensive document that provides a framework for a <br />County vision and policy on cooperatively provided services <br />presented to and approved by the Board of County <br />Commissioners by the end of 1994. (Phase I) <br />2. Current County mission statements provided to the Planning <br />Committees may need to be updated as a result of this process. <br />(Phase I) <br />3. Identify a prioritized List of critical issues that need to be <br />addressed /overcome in each service and policy area identified <br />in Chapter 6 of the Ramsey County Home Rule Charter. (Phase I) <br />4. Establishment of evaluation criteria and evaluation reports to <br />assess the success of Phase I regarding both process and <br />product goals. (Phase I) <br />5. Generation of alternative strategies and selection of a primary <br />and secondary preferred strategy to address the critical issues <br />generated in #3 above. (Phase II) <br />6.
