Hanson <br />Enclosed is a letter from the City Engineer regarding <br />improvements for Country Drive. The basis for this work is the <br />settled area on Country Drive below the hill which is east of <br />Rice Street and adjacent to the wetland area. This settlement <br />has caused excessive ponding on the road surface. In fact, the <br />road has settled to the point whereby positive drainage cannot be <br />obtained from this area. <br />Dave Harris, our Public Works Superintendent, has scheduled <br />Country Drive for sealcoating in 1994. Part 1B of the City <br />Engineer's letter deals with patching and sealcoating of this <br />portion of the roadway. This work was anticipated to be <br />undertaken in 1994 irregardless of any other work on Country <br />Drive. Part 2 deals with the settlement area. The project as <br />proposed will grind up the existing bituminous and use it for <br />base, additional Class V will be hauled in, and a new bituminous <br />surface placed to bring the road up to proper elevations. You <br />will note that further settlement is expected over the next <br />number of years and that this type of work may need to be <br />undertaken again in the future. However, it is the opinion of <br />staff that the settlement which exists today must be addressed <br />prior to completion of the soils consolidation process. <br />Therefore, we would ask the Council to authorize the work under <br />Part 1B and Part 2 for Country Drive as discussed by the City <br />Engineer. Please keep in mind that Part 1 work would be <br />considered normal maintenance and handled through our normal <br />budgetary process. Part 2 work is advantageous to undertake at <br />this time in light of the work on Lakeshore /Old Co. Rd. C /Jackson <br />where a similar process will be utilized. Hopefully, both <br />portions of the projects will come in substantially under the <br />figure quoted. We would further recommend that Part 2 work be <br />combined with the 1994 street improvement projects to generate <br />savings through an "economy of scale." <br />Page 140 <br />
