APR 22 '94 01:24FM MN.FCR - HR?.NRSTE <br />October 9, 1990 <br />EG -1006 CORRECTIVE ACTION PLAN <br />Sinclair Gas Station <br />228 Little Canada Road <br />St. Paul, Minnesota <br />1.0 INTRODUCTION <br />5/16 <br />1.1 Site Description and Background Informationn: Following the removal of three <br />underground storage tanks from the site on July 14, 1988, Braun was retained by Sinclair to <br />conduct a subsurface assessment on-site. To date, the assessment has consisted of two phases of <br />soil boring and soil sampling. Reports regarding the previous assessment have been submitted <br />to Sinclair and to the Minnesota Pollution Control Agency (MPCA). The reports are titled <br />"Preliminary Subsurface Sail Sampling and Evaluation for Gasoline Contamination, August 15, <br />1958" and "Subsurface Environmental Investigation, April 19, 1990? Please refer to the <br />referenced documents for background information regarding the site, <br />In summary, the results of the assessment indicate that soil contaminated with petroleum <br />hydrocarbons is present in the vicinity of the previous tank basins. The majority of contaminated <br />soils are present in a depth interval from approximately 10 to 25 feet below grade. Groundwater <br />was encountered at approximately 32 feet below grade. Chemical analysis of soil samples from <br />the approximate depth of the water table did not detect petroleum hydrocarbons. <br />The MPCA prepared a letter addressed to Sinclair Oil Corporation, dated July 13, 1990, which <br />recommends that either additional remedial investigation be performed or that a corrective action <br />be implemented for this site. Based on the MPCA's position in the letter, it is Braun's feeling <br />that further remedial investigation will not provide significant additional data and result in the <br />delay of implementation of a corrective action. Furthermore, it is our opinion that sufficient data <br />has been gathered to design an effective remediation system.
