As <br />with the federal establishment of technical standards, for example, minimum standards would <br />be established at higher levels of government while local authorities would be authorized to <br />mandate and enforce performance standards in excess of the minimum. <br />Following is a list of issues of public concern relating to communications <br />technologies.
