July 6, 1994 <br />Mr. Joel Hanson, City Administrator <br />Mr. Steve Grittmann, City Planner <br />City of Little Canada <br />515 Little Canada Road <br />Little Canada, MN 55117 <br />Re: Roseville Area Middle School submission for conditional use permit (9470) <br />Dear Mr. Hanson, Mr. Grittmann, Members of the planning Commission, <br />Members of the Council, <br />We have applied for and are requesting a conditional use permit for the Roseville <br />Area Middle School for the installation of fencing that exceeds the allowable <br />limitations of the city of Little Canada's zoning ordinance. The applications are <br />for a 10' -0" high fence along the north property line of the west soccer fields at <br />the school (the fence falls approximately on the centerline of the vacated Transit <br />Avenue). Additionally we would like to install a 15' -0" high fence along the <br />north side of the new tennis courts that will be constructed along the east edge of <br />the previously mentioned soccer fields. <br />We feel that there is a definite need for these fences. The north side of the <br />vacated Transit Avenue is a trailer court that for many years has had to endure <br />the numerous soccer balls that have been kicked over the existing 5' fence into <br />peoples yards. By installing a higher fence along this edge, we can more <br />effectively control the activities of the middle school students and prevent <br />potential mishaps in the trailer court by preventing the balls and students from <br />inadvertent travel into the trailer park. While a 6 1/2' high fence would be an <br />improvement over the existing fence, we feel that it still would not go very far in <br />solving the problem. We feel that the trailer court residents adjacent to the play <br />field would benefit from the fence in that there would be fewer, if any, instances <br />where students will need to enter their property to retrieve balls. <br />The same logic was used to arrive at the 15' -0" height request for the tennis <br />courts. Again, we have an activity with 6th and 7th grade students playing tennis <br />and not really having control of where the ball goes. We feel that as an added <br />measure of protection and control, we need to have a higher fence along the <br />north side of the courts, again because this is adjacent to the trailer court. Past <br />experience at the middle school has shown that a 10' high fence is not high <br />enough to keep the balls in the court. <br />P: \94 \70 \C\RM070594.
