Wilson <br />Executive Director <br />SUBJECT: Local Regulation of Te <br />A MACTA White Paper <br />ecommunications -- <br />Over the past couple of years, many of us involved <br />in local cable administration have informally discussed the <br />future of the local role in telecommunications regulation as <br />the convergence in technology continues apace. We believe <br />that the role is bound to change; the question for us is to <br />what extent we want to try to influence that change, as <br />opposed to simply accepting whatever Congress, the FCC and <br />our State Legislature hand us. <br />For those of us who believe that cities still have <br />an important role to play in this arena, the bills <br />introduced on behalf of U.S. West in this session of the <br />State Legislature were a wake -up call. To continue to be <br />players, we decided that we must develop our own legislation <br />embodying what we believe the cities' role should be. To <br />that end, MACTA commissioned a White Paper from Tom <br />Creighton. This paper, which is attached, is not the final <br />position of the organization, but is intended to stimulate <br />discussion. <br />To that end, I encourage you to share this <br />document with your city council members; to discuss with <br />them, either individually or collectively, their reaction to <br />the ideas it espouses; and to share their opinions either <br />with me or with your city's representative to the cable <br />commission. If you want, I would be happy to attend a work <br />session to discuss the White Paper. <br />Obviously, in order to develop legislation by <br />January 1995, we must work quickly. Therefore, to be <br />effective, I will need your input by mid- to late July. In <br />addition, we will discuss the paper at the next Cable <br />Commission meeting on June 30, so you may want to chat with <br />your commissioner before then. <br />Page 1 <br />
