Hanson <br />COUNCIL <br />Beverly Scalze <br />Jim LaValle <br />Steve Morelan <br />Bob Pedersen <br />ADMINISTRATOR <br />Joel R. Hanson <br />Please find attached a copy of the 1994 Fire Department contract. You will <br />note that the Fire Department has signed off on this document. The major <br />changes are as follows: <br />* Paragraph #6 provides for an accounting of expenses for the year <br />completed. I contemplated asking for an audit in this regard, <br />but was informed that the Fire Department does not audit its <br />normal operations. Given the nature of their budget, I would <br />agree that an audit does not make sense. <br />* Paragraph #9 addresses title of the fire trucks. It also talks <br />about disposition of assets. It is my belief that this provision <br />provides adequate protection to both the City and the Fire <br />Department to ensure that resources are being properly protected. <br />* Paragraph #11 addresses the Five -year Capital Improvement Plan. <br />In this paragraph, the City is acknowledging our responsibility <br />to purchase and fund items as identified and prioritized. <br />* Paragraph #12 provides for the purchase of a new fire truck in <br />accordance with recent Council direction. <br />It is my belief that this contract document does a much better job of <br />addressing accountability and the mutual relationship which must exist <br />between the Fire Department and the City in order to provide service to our <br />residents. Based on my conversations with the City Attorney, I would <br />hereby recommend its approval.
