MINUTES CITY COUNCIL MAY 25, 1994 crucial. Pedersen felt that there should be representation of ethnic groups in the City. It was the consensus of the Council that the citizen - based committee should be made up of at lease two representatives of each of the following categories: business owner or manager, mobile homeowner, condominium homeowner, single- family homeowner, renter, young parent, middle -aged resident, and senior citizen. It is understood that one person may represent more than one of these categories. The Council then decided that the Council /Commission committee should consist of the City Council, two members of the Planning Commission, two members of the Park & Recreation Commission, and the City Administrator. The City Administrator will solicit input from department heads, the Fire Department, and Sheriff's Department in identifying survey topics and will summarize that input and submit it to the committee. It was felt that the citizen -based committee would meet first with Decision Resources, and a summary of the issues then be forwarded on to the Council /Commission committee. Members of the citizen - based committee would be invited to observe the Council /Commission committee if they so choose. The City Administrator suggested that the City conduct its own mailed business survey. Decision Resources may be able to provide some sample questions for Council review in formulating a business survey. Morelan felt it important that the survey be done right, and suggested that if it is necessary to wait a year and budget additional funds for a business survey in order to ensure a good end product, that is what should be done. Scalze asked if part of a business retention program included a business survey as well as meetings with businesses.
