Grading and Drainage: The applicant has stated that construction <br />of the tower and accessory building will not alter the existing <br />drainage on the site. The City Engineer shall review the submitted <br />site plan and existing elevations to determine if the proposal will <br />have any effects on the drainage and determine if a grading and <br />drainage plan is necessary. <br />Height: Due to the extended height of the structure, concern is <br />raised over clearance in all directions should the tower be knocked <br />down. The foundation of the tower will be a caisson type. The <br />tower steel and foundation will be designed following specification <br />as determined by the tower manufacturer. The specifications take <br />into account soils, local wind loading guidelines and the kind of <br />equipment to be attached to the tower. The applicant should <br />further address construction of the tower, the built in safety <br />features, and what happens if the tower does in fact topple. <br />Access: Access to the equipment will be by a recorded 15 foot wide <br />easement through the Schmieg's property from Viking Drive. The <br />site will be visited approximately one a month by maintenance <br />personnel using utility trucks. Said easement shall be reviewed <br />and approved by the City Attorney. <br />Parking: Because the building is unoccupied, no additional parking <br />will be required. <br />RECOMMENDATION <br />Based on the infoLmation contained within this report our office <br />recommends approval of the conditional use permit to construct an <br />essential service additional accessory garage, subject to the <br />following conditions: <br />1. That a legal lease agreement exists between the applicant and <br />the landowner, and the City Attorney review the agreement. <br />2. The applicant further address safety issues, in particular if <br />the tower is knocked down. <br />3. The City Engineer determine the effects on drainage on the <br />site. <br />4. The applicant obtain a building permit for construction of all <br />improvements, including the fence. Said fence must meet all <br />provision outlined in Section 903.020.F of the Little Canada <br />City Code. <br />3 <br />Page 63 <br />
