Hanson <br />RE: Designation of Merri Nadeau as Full -time Public Works <br />Employee <br />As was discussed in my supplemental budget information dated <br />September 14, 1994, Merri Nadeau has effectively been working <br />full -time for the Public Works Department over the past year. <br />Previous to that, another person was in the same situation. It <br />is my belief that we would more effectively meet the City's needs <br />by designating this as a full -time position thereby providing <br />stability in employment for the City and adequate compensation of <br />benefits to the employee filling the position. The additional <br />cost to do this is $2,385 to the General Fund, $2,285 to the <br />Water Fund, and $2,775 to the Sewer Fund. The total increase in <br />costs is $7,445. The reason this number does not reflect the <br />full cost of the position is that it is being offset by a <br />reduction in part -time costs. It does include salary and <br />associated benefits. <br />Since John Datko has left us at the beginning of September, Merri <br />has been performing many of his previous duties. She has also <br />been performing on essentially the same basis as the other Public <br />Works employees for the better part of a year. To be fair in <br />this situation, it would be my recommendation that we promote <br />Merri to a full -time capacity effective October 1, 1994 at a <br />salary of $8.50 per hour. I would also recommend that we <br />compensate her at that same rate for her work since the beginning <br />of September due to the responsibilities she has assumed as a <br />result of John Datko's leaving the City. This would amount in a <br />retroactive salary adjustment from a current pay of $6.00 an hour <br />to $8.50 an hour for this period of time. These numbers have <br />been provided for in the 1994 estimated actual budget figures. <br />It should be noted that we do have a policy that requires us to <br />advertise a full -time position within the City. Given Merri's <br />long -term employment with the City, her top notch performance, <br />her interest in the job, and the fact that her skills would <br />likely result in her being awarded the job through an interview <br />process, I feel we should waive this policy requirement.
