Hanson <br />Mrs. Wodaszewski had a deferred watermain assessment from 1978 in <br />the amount of $2,485 levied against her property. In 1981 the <br />Council imposed a 10% interest rate on these types of deferrals. <br />In 1991 Mrs. Wodaszewski questioned the existence of this <br />deferral and the accrued interest. There was then some <br />discussion about having the assessment spread on the tax rolls, <br />but my notes did not indicate that it was fully resolved. <br />Mrs. Wodaszewski has since called and again asked that the <br />assessments be spread on her taxes. We have reviewed this with <br />Ramsey County, and it is possible to do. In discussing the <br />matter with the City Attorney, he indicated that no hearing is <br />necessary to accomplish this. He did recommend we have Mrs. <br />Wodaszewski sign off on the assessment calculation indicating her <br />agreement with it. <br />My recommendation would be to spread the assessment, which now <br />totals $4,970.00, for a ten -year period at 6 3/4% interest. <br />Please note that this amount only accrues interest through 1991 <br />given the confusion over her previous request. The attached <br />calculation shows the impact of spreading this assessment onto <br />future property taxes. <br />cc: Mrs. Wodaszewski <br />Page 49 <br />
