Hanson
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
Mrs. Wodaszewski had a deferred watermain assessment from 1978 in
the amount of $2,485 levied against her property. In 1981 the
Council imposed a 10% interest rate on these types of deferrals.
In 1991 Mrs. Wodaszewski questioned the existence of this
deferral and the accrued interest. There was then some
discussion about having the assessment spread on the tax rolls,
but my notes did not indicate that it was fully resolved.
Mrs. Wodaszewski has since called and again asked that the
assessments be spread on her taxes. We have reviewed this with
Ramsey County, and it is possible to do. In discussing the
matter with the City Attorney, he indicated that no hearing is
necessary to accomplish this. He did recommend we have Mrs.
Wodaszewski sign off on the assessment calculation indicating her
agreement with it.
My recommendation would be to spread the assessment, which now
totals $4,970.00, for a ten -year period at 6 3/4% interest.
Please note that this amount only accrues interest through 1991
given the confusion over her previous request. The attached
calculation shows the impact of spreading this assessment onto
future property taxes.
cc: Mrs. Wodaszewski
Page 49
