515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484 -4538
MEMORANDUM
TO: Mayor Hanson & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: December 16, 1994
RE: Keller Parkway Road Improvement Update
MAYOR
Raymond G. Hanson
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
On December 14, 1994, City staff met with Ken Haider, Maplewood
Public Works Director, and Bob Boch, Ramsey County Public Works,
to discuss the pending road improvement project of Keller
Parkway. At this meeting, the following points were agreed to:
* The project to be pursued will be based on a 32 foot
wide roadway with two 11 foot driving lanes and two 5
foot paved shoulders.
* Ken Haider will discuss with the City Council the
proposed project. He expressed some concern about the
tree impact to the Maplewood residents.
* Some water ponding problems along the roadway need to
be addressed by the County. Concern was raised
regarding the potential to construct outlets to the
lake given current storm water discharge regulations.
The County will research this matter further.
* Bob Boch indicated that slope easements may be needed
in Little Canada on some of the properties where steep
driveways exist. This will be evaluated by the County.
* City staff emphasized our concern about speeding to the
County. It was discussed that not much can be done
from a physical design standpoint to limit speeding in
this case. It was further indicated that the roadway
is presently unsafe from a pedestrian standpoint and
should be improved. The key to this problem appears to
be enforcement.
Ken Haider will discuss with the Maplewood Parks and
Recreation Director his position on the trails and any
potential tie in of the paved shoulders to their trail
system.
Page 198
