MINUTES <br />Parks & Recreation Commission <br />December 1, 1994 <br />been flooding problems in the area where the pond is, but <br />they may have been resolved by now. Wehrle asked if the <br />land is at a higher elevation near the railroad tracks. <br />Sanders thought that it is higher near the tracks. <br />Johnson asked if there was any way that the tax forfeited <br />land could become a park. Sanders felt that it would not be <br />an active park due to the wetness of the land, but it could <br />be left as open space with a trail around it. <br />Remerowski asked how big the lot was. Sanders indicated <br />that it is a little over two acres. <br />Wehrle asked what happens to tax forfeited land if there are <br />no buyers. The Director stated that he was unsure, but he <br />felt that it may revert to the County or State. Sanders <br />felt that it may be purchased by the adjacent properties and <br />it probably would not increase their values. <br />Remerowski felt that the City should not take a piece of <br />property when it does not foresee doing anything with the <br />parcel. He stated that if the land was more centrally <br />located rather than on a far end of the City, it would have <br />more value. He felt that the City should take a parcel only <br />if it would definitely use it. <br />Johnson commented that there is no park in that area for the <br />apartment residents. Remerowski was unsure if parks should <br />be provided in all parts of the City since the City may not <br />be able to maintain all of them due to shortage of funding. <br />Sanders felt that it was appropriate for the City to take <br />the wetland areas and keep them in public ownership even if <br />they are never developed into park areas since they could be <br />left as open space. <br />Wehrle felt that possibly the City could wait to see if <br />there are any buyers for the property, and if not, the <br />property could then revert to the City. <br />Johnson asked if a house could be built on the land. The <br />Director stated that there has never been anything on the <br />land. It is basically a land locked area with houses built <br />around it. Johnson commented that there is a strip of land <br />that looks like it was left for a driveway. The Director <br />indicated that it is a small right -of -way and an access <br />point to the property from Co. Rd. B2. <br />Sanders stated that the City Administrator is recommending <br />that the land be retained by the City for wetland purposes. <br />Wehrle stated that there would be some benefit to accepting <br />the land. Sanders commented that he supports the City <br />Administrator's recommendation. <br />-3- <br />Page 208 <br />
