Director <br />MICHELLE DeBACE, Program Coordinator <br />MEMORANDUM <br />TO: Mayor Hanson & Members of the City Council <br />FROM: Jim Morelan, Parks & Recreation Director <br />DATE: December 12, 1994 <br />RE: Activity Fees <br />Pursuant to the suggestion made at the November 29th Council meeting, I <br />have received the following information regarding other city councils' <br />policies on setting activity fees for recreational activities offered by <br />their city. <br />The Roseville Parks and Recreation Department presents their entire budget <br />to the City Finance Director. This includes a list of fees for the <br />upcoming year. The Council ultimately approves the entire budget including <br />that information. The difference between our operation and Roseville's is <br />that the programs they set fees for are ones that do not require much <br />detailed budgeting. Just about all of the programs that require a lot of <br />detailed budgeting (because of uniforms and expendable equipment such as <br />balls, etc.) are run by individual organizations. <br />The Maplewood Parks and Recreation Department runs programs similar to ours <br />and only has one organization in the City. That organization runs the <br />baseball program. Their City Council does not set activity fees. They are <br />all set by the Parks and Recreation Director. <br />Based on these findings, I would like to continue to make the decisions on <br />fees at the time that they are advertised in our flyers. This is typically <br />within one month of the registration dates. This will allow me to have the <br />maximum amount of current information for setting fees. <br />If the Council wishes, I could include in my budget to the Administrator my <br />estimates for the following year's fees. This could become a part of the <br />budget document with the understanding that they may be subject to minor <br />changes. Using this method of providing information to the Council, I <br />would still need to have the authority to set fees for any new programs <br />that might be developed mid -year. <br />Please let me know your wishes. <br />JM:kv <br />Page 211 <br />
