ItAdvocating regional economic, societal and environmental issues and solutions <br />Metropolitan Council <br />November 2, 1994 <br />Joel Hanson <br />Administrator <br />City of Little Canada <br />515 Little Canada Rd. <br />St. Paul, MN 55117 <br />Dear Mr. Hanson: <br />RECEIVED NOV - 4 7994 <br />In April of this year, the Metropolitan Council convened a meeting of representatives from communities <br />in Ramsey and Washington Counties to begin discussion about the reconveyance of the Old Beltline and <br />Troutbrook Interceptors from what was then still the Metropolitan Waste Control Commission, to the <br />communities that need the pipes fur storm water management. <br />At that meeting, the policymakers in attendance decided that a study group of staff people from all of the <br />affected communities, the Ramsey Washington Metro Watershed District and the Metropolitan Council, <br />should study the issues of ownership, operation and maintenance of these two former sanitary sewers, <br />now storm water facilities, and prepare recommendations for policymakers by the end of the year. <br />A study group made up of staff from each city, the two counties, the watershed district and the <br />Metropolitan Council, have been meeting on a biweekly basis since May to examine and discuss issues <br />concerning ownership, operation and maintenance of both pipes. <br />The group has concluded its examination of the Old Beltline Interceptor reconveyance issues and, while <br />resolution of Troutbrook reconveyance issues continues, it is ready to share its findings and recommenda- <br />tions with policymakers from all of the governments associated with the Beltline. There will be a number <br />of findings to be shared with policymakers, but perhaps of most significance, is the group's recommenda- <br />tion that the Ramsey Washington Metro Watershed District become the owner and operator of the Old <br />Beltline. The group also has a number of additional recommendations it wants to present regarding the <br />financing of this reconveyance to the watershed district. <br />The study group is inviting the mayors and city managers /administrators of all of the Beltline <br />communities, as well as the county board chairs, members of the Ramsey Washington Metro Watershed <br />District board, and Metropolitan Council members from the affected communities, to this meeting. <br />The meeting will be held on Thursday evening, November 17, at 7:00 p.m., at the new Maplewood <br />Community Center, 2100 White Bear Avenue. <br />If you will be unable to attend, please ask another elected official from your community to attend in your <br />place.
