Hanson <br />MEMORANDUM <br />TO: Mayor Hanson & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: November 18, 1994 <br />RE: Citizen Concerns - Greg Lancette <br />Mr. Lancette has requested time on the agenda to address the <br />Council regarding the need to solve problems he is experiencing. <br />I believe these problems will focus on the dispute between <br />neighbors. It may also relate to the response by the Ramsey <br />County Sheriff's Department to incidents in that neighborhood. <br />Mr. Lancette has expressed concerns to me in the past. We have <br />met with him twice over the last couple of years in an attempt <br />resolve the issues he has raised. Specifically, Commander Jerry <br />Bergeron and I met with Mr. Lancette on September 10, 1992 at the <br />sheriff's patrol station. On September 28, 1994, Commander <br />Bergeron, Lieutenant Shanley, and I met with Mr. and Mrs. <br />Lancette at City Hall to once again discuss concerns. At this <br />meeting, I felt we had reached satisfactory arrangements on the <br />issues he raised. The Sheriff's Department was to take some <br />steps to address his concerns, Mr. Lancette was to take a <br />different approach in dealing with his neighbor, and the City was <br />to offer dispute resolution services to Mr. Lancette and his <br />neighbors. <br />Dispute resolution services were provided and the session was <br />held at the City Hall on November 17, 1994 at 7 p.m. While the <br />results of that meeting are not available to the public, it is <br />our understanding that a written agreement was drafted which <br />should address the concerns of both parties. Therefore, I am not <br />sure as to what concerns are still unresolved on Mr. Lancette's <br />behalf. <br />Lieutenant Mike Shanley will be present at Wednesday's meeting to <br />give the Sheriff's Department's perspective on this matter, if <br />necessary.
