Over half the wetlands in the watershed, as well as many <br />undeveloped woodland and upland areas, have been lost since 1945, contributing to flooding, <br />and loss of open space, fish and wildlife habitat. Costs and conflicts related to management of <br />urban stormwater and other resources are increasing as natural systems that perform important <br />functions are changed or lost. <br />The Phalen Chain of Lakes Comprehensive Natural Resources Plan recognizes the hopes of local <br />communities to have healthy economies and neighborhoods as well as enjoy a diversity of high - <br />quality natural resources and open spaces. The plan provides a vision, goals and action <br />recommendations for better integrating the future of the natural and urban worlds in our own <br />communities. <br />Vision <br />To protect, restore, and maintain the natural resources in the Phalen Chain of Lakes <br />Watershed through the actions of citizens, businesses, private organizations, local <br />governments, and state and federal agencies, to ensure the quality of these resources <br />for current and future generations. <br />Action <br />We the undersigned, considering the best interest of the water, natural resources, and the future <br />development of the region, mutually agree to fully cooperate and provide technical and /or <br />financial assistance, staff and volunteers, as available, to support the multi -year Phalen Chain <br />of Lakes Watershed Project. We endorse the seven major goals and types of actions <br />recommended in the Phalen Chain of Lakes Watershed Comprehensive Natural Resources Plan <br />(April, 1994).
