Minnesota Chemical Health Week Proclamation <br />November 11 -18, 1994 <br />WHEREAS, over half a million Americans will die this year from alcohol, tobacco and other <br />drug related causes; and <br />WHEREAS; every man, women and child in America pays nearly $1,000 annually to cover the <br />costs of unnecessary health care, extra law enforcement, auto accidents, crime and lost <br />productivity resulting from substance abuse; and <br />WHEREAS; prevention efforts, like the one's of the Mayors' Commission Against Drugs, the <br />Roseville Area Schools and parents in the community, have helped bring down the rate of <br />alcohol use on regular basis by 12th graders by 15% between 1989 and 1992; and <br />WHEREAS, reported in the Search Institute survey, 42% of the 12th graders in the Roseville <br />Area Schools are problem drinkers, problem drug users or both; and <br />WHEREAS; Alcohol is associated with the leading causes of death among teen - agers. Over 50% <br />of teenage deaths resulting from traffic crashes, homicides, suicides and drownings involve some <br />alcohol use. <br />WHEREAS; Alcohol use is highly associated to other problems among teen -agers including rape <br />and other sexual misconduct, delinquent behavior, early sexual experimentation, pregnancies, <br />sexually transmitted diseases, alcohol poisoning, other drug experimentation and other problems <br />such as poor grades and dropping out. <br />WHEREAS; the color red has been chosen to represent individual and community commitment <br />to reduce the demand for alcohol and other drugs in the communities and to not drink and drive, <br />and <br />WHEREAS, business, government, law enforcement, schools, religious institutions, service <br />organizations, neighborhoods, youth, senior citizens, and other individuals are encouraged to <br />demonstrate their commitment to help reduce and prevent alcohol, tobacco and other drug abuse <br />by wearing red and by distributing prevention materials and red ribbons to employees, <br />customers, members, neighbors and volunteers during Minnesota Chemical Health Week; <br />BE IT RESOLVED, that November 11 -18, 1994 be declared Minnesota Chemical Health Week <br />in the City of Little Canada; and <br />Page 1 <br />
