Attachment V
'CJ-4 Gt 2V/4 ` PveiiCGCICL
515 Little Canada Road, Little Canada MN 55117-1600
(612) 484 -2177 / FAX: (612) 484-4538
MEMORANDUM
TO: Mayor Hanson and Members of the City Council
FROM: Dave Harris, Public Works Superintendent
DATE: June 21, 1991
RE: Parking on Sylvan Street North of County Road C
MAYOR
Raymond G. Hanson
COUNCIL
Beverly Scalze
Bill Blesener
Rick Collova
Jim LaValle
ADMINISTRATOR
Joel R. Hanson
Lately, we have had an increase in the complaints about
parking on Sylvan Street north of County Road C. Last
fall, no parking was established on the east side due to
the amount of vehicles that were parked on the street from
the townhouses and apartments. They were blocking
mailboxes, and parking on both sides of the street made
maintenance of that road virtually impossible.
At this time, our options are limited as to what we can do
to eliminate the complaints which we are now receiving.
The main complaint is that cars are being parked on the
west side of Sylvan Street for extremely long lengths of
time.
A couple of options that we have are to make Sylvan Street
no parking on both sides allowing limited permitted use
when people have visitors, or we can post no parking
midnight to 6:00 a.m. or 2:00 a.m. to 6:00 a.m. which would
ensure that the vehicles are in running condition and would
be removed from the street every night. If they are not in
running condition, they would then be tagged and towed. If
a resident is in need of parking on the street over night,
we can issue a parking permit for overnight parking one
night at a time.
At this time, my recommendation is to restrict the night
time parking on Sylvan Street as that is the time when we
have most of our problems. I would urge a parking ban from
midnight to 6:00 a.m. and allow overnight parking with a
permit only.
Page 69
