shall notify the alarm user by regular mail, with affidavit of <br />mailing, of the result of the Council's review. User fees, as <br />determined by the City Council, shall be paid within fifteen (15) <br />days of the date of mailing of the City's notice of the Council's <br />decision. <br />816.070. COLLECTION OF DELINQUENT FEES. All delinquent <br />charges for user fees shall be certified by the City Administrator <br />or his /her designee j eleik) to the Ramsey County Department of <br />Property Taxation for collection with taxes due against the <br />property on which the alarm system is located. This certification <br />process shall occur annually, subject to deadlines imposed by <br />Ramsey County or State Statutes e%o-re— October -10 of —each- <br />y. al). <br />816.080. EXCESSIVE ALARM REPORT. When the operation of <br />an alarm system has resulted in six (6) or more false burglar <br />alarms or four (4) or more false fire alarms - -Ftwe-1 e—(12) er mote <br />fa15a alauus] within 365 days, the City by written notice shall <br />request the alarm user to provide the City with a written report <br />indicating the actions taken or to be taken within a defines time <br />period by the alarm user to discover and eliminate the cause of the <br />false alarms. Said report is to be completed and submitted to the <br />City within fifteen (15) days of the date of the City's written <br />notice. Failure to submit the written report within the time <br />limits provided by the City Administrator or his /her designee <br />(Clerk) -- -shall be considered a violation of this Ordinance. <br />816.090. HAZARD, MISDEMEANOR. In the case of fire <br />alarms, failure to comply with the requirements of an order of the <br />Fire Marshall shall make the building a fire hazard and shall make <br />the building in relation to existing use a hazard to safety or <br />health or public welfare. Any owner or person, who shall permit <br />such a hazard to exist on premises under his control or who shall <br />fail to take immediate action to abate such a hazard when notified <br />to do so by the Fire Marshall, shall be guilty of a misdemeanor, <br />and, upon conviction thereof, shall be punished by a fine of not <br />more than seven hundred dollars ($700.00) or by imprisonment for a <br />period of not more than ninety (90) days, or both. <br />816.100. CONFIDENTIALITY. All information, submitted in <br />compliance with this Ordinance shall be held in confidence and <br />shall be deemed a confidential report exempt from discovery to the <br />extent permitted by law. Subject to the requirements of <br />confidentiality, the City Administrator or his /her designee (Cl-e.. k) <br />shall develop and maintain statistics for the purpose of ongoing <br />alarm system evaluation. <br />(Source: Ord. 281, Amended: Ord. 322, 327, 368) <br />Page 3 <br />
