1) A conditional use permit is submitted and <br />approved as provided for in Section 7 of <br />this Ordinance. <br />2) Improvements that will result in an <br />increased rate of runoff directly <br />entering a public water shall have all <br />structures and practices in compliance <br />with the City Storm Water Management Plan <br />in place for the collection and treatment <br />of storm water runoff or will be <br />constructed in conjunction with a <br />conditional use permit application. <br />3) All the conditions in 13.1.b 1) -3) above <br />are satisfactorily met. <br />d. Measures for the treatment of storm water <br />runoff and /or prevention of storm water from <br />directly entering a public water include such <br />appurtenances as sediment basins (debris <br />basins, desilting basins, or silt traps), <br />installation of debris guards and microsilt <br />basins on storm sewer inlets, oil skimming <br />devices, etc. <br />C. Additional Special Provisions: <br />1. Residential subdivisions with dwelling unit <br />densities exceeding those in Sections 917.030.A.1 <br />can only be allowed if designed and approved as <br />residential planned unit developments under Section <br />917.110 of this Ordinance. Only land above the <br />ordinary high water level of public waters can be <br />used to meet lot area standards, and lot -width <br />standards must be met at both the ordinary high <br />water level and at the building line. <br />2. Lots intended as controlled access to public waters <br />or as recreation areas for use by owners of non - <br />riparian lots within subdivisions are peLmissible <br />and must meet or exceed the following standards: <br />a) They must meet the width and size requirements <br />for residential lots, and be suitable for the <br />intended uses of controlled access lots. <br />b) If docking, mooring, or over -water storage of <br />more than six (6) watercraft is to be allowed <br />at a controlled access lot, then the width of <br />the lot (keeping the same lot depth) must be <br />increased by the percent of the requirements <br />29 <br />Page 56 <br />
