Northwest Associated Consultants, Inc. <br />U R B A N P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: 8 February 1994 <br />RE: <br />Little Canada Pratt Homes Mitchell Estate <br />Development <br />FILE NO: 758.09 - 94.01 <br />BACKGROUND <br />Last spring, the City considered the first proposal from Pratt <br />Homes for a "twin- home" or "townhouse" development on the westerly <br />portion of the Mitchell Estate property. After consideration of <br />the proposal at two separate meetings, the Planning Commission <br />voted 7 -0 to approve the concept of the townhouse project on 8 July <br />1993. However, the City Council denied the concept at its meeting <br />on 28 July. <br />Since that time, there has been substantial discussion between the <br />Cities of Little Canada and Vadnais Heights, as well as the <br />developers and the park and recreation interests. These <br />discussions have led to a preliminary assumption that there will be <br />an area of park land between the two portions of the property along <br />the east boundary of the Little Canada side. <br />Mr. Len Pratt has resubmitted a proposal of the townhouse concept <br />showing twenty -six dwelling units on a private street. This <br />concept requires a rezoning to R -2 to permit the twin -home building <br />type; a Planned Unit Development to permit the private streets, the <br />homeowners association regulations, and shared, common open space; <br />and a plat to subdivide the individual building sites from the <br />common area. <br />Finally, at its meeting on 3 February to consider the current <br />application, the Park Commission recommended that the project be <br />required to donate a cash payment in lieu of the park land <br />dedication. <br />Page 21 <br />5775 Wayzata Blvd. • Suite 555 • St. Louis Park, MN 55416 • (612) 595- 9636•Pax. 595 -9837 <br />
