• Parking. The development provides two car garages for each <br />unit, as well as a certain amount of driveway parking. The <br />developer has provided some scattered on- street parallel <br />parking areas to accommodate additional guests. <br />SUMMARY AND CONCLUSIONS <br />Twin Lake is not a "private" lake. Even if it were, the private <br />property owner on one side of the lake would have an opportunity to <br />make use of the resource. The City's interest in protecting public <br />health, safety, and welfare under state statute certainly extends <br />to protecting public and private investments in the area, and the <br />environmental conditions of the lake and the shorelands adjacent to <br />it. <br />In our view, the proposed townhouse development does a better job <br />of meeting the Comprehensive Plan Goals and Policies, as well as <br />the specific performance criteria, than would a single family <br />development. In addition, it fills an important gap in the housing <br />choice available in Little Canada. <br />For these reasons, we recommend that the City approve the Pratt <br />Homes' proposal for the Mitchell Place Townhome development at <br />Concept Stage.
