MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 10, 1994 <br />Garske asked if Sommer would prefer to see 10 or 11 <br />additional docks on the lake versus one proposed for <br />the townhome development. <br />Sommer replied that he would. Sommer felt that a <br />townhome development would devalue his property but a <br />single - family home development would not. <br />Carson stated that he would prefer to see a townhome <br />development than single - family. <br />Sommer again stated that the townhomes would not be <br />owner- occupied, or else residents would be gone during <br />the winter and would be leasing their townhomes during <br />that time. Sommer stated that the townhomes would turn <br />into rental property. <br />Herbst pointed out that these would be upper- bracket <br />townhomes, therefore, the likelihood that they would <br />turn into rental property would be as much as a <br />single - family home. Herbst reported that the owners of <br />these townhomes would put less demand on public <br />services, have fewer school -age children than the <br />owners of single - family homes. Tax revenue would be <br />greater due to the decreased demand on services and the <br />fact that these are upper- bracket homes. Also traffic <br />and people would be less. <br />Pratt reported that the owners of these townhomes would <br />could afford to go to Florida for the winter would not <br />rent their homes out while they were gone. <br />Garske recommended that the concept of rezoning the <br />John Mitchell property from R -1 to R -2 as well as the <br />concept of 26 -unit townhome development be approved as <br />presented. <br />Motion seconded by Carson. <br />Motion carried 5 - 0. <br />Garske stated that he was opposed to motors on Twin <br />Lake. Keis stated that he was not opposed to seeing a <br />walking path to a fishing pier on the lake, but would <br />not want to see a boat launch. Keis felt access should <br />be limited to foot traffic. <br />Uban again pointed out that if Little Canada and <br />Vadnais Heights enter into a joint powers agreement for <br />a public park, Little Canada would have control over <br />how the park is developed. <br />Page 10 <br />
