Hanson <br />Enclosed under separate cover are the feasibility studies for the <br />street improvement projects for 1994 as directed by the City <br />Council. While the City Engineer indicated that all projects are <br />feasible to construct, I want to draw your attention to the <br />assessment rate for the non- reconstructed streets. Pursuant to our <br />street policy, we are assessing 100% of project costs. The equity <br />of this provision should be evaluated, especially for Windrow <br />Avenue and Westwind Street where an urban section previously <br />existed and for Jackson /County Road C /Lakeshore Avenue it may be in <br />the City's best interests to perpetuate a rural section. Should <br />the City be participating to a greater degree for these types of <br />projects? <br />Please look these over in order that we may discuss them at <br />Wednesday's meeting. It would be advantageous to call for <br />improvement hearings as soon as possible in order that the projects <br />may proceed in a timely fashion for the 1994 construction season. <br />Page 74 <br />
