TO:
FROM:
DATE:
SUBJECT:
MEMORANDUM
Honorable Mayor and City Council
Jerry Bourdon
June 14, 1994
Jackson Street / Old Co. Rd. C / Lakeshore Avenue
Lake Street
Trail and walk location and design considerations
INTRODUCTION
Council will host a neighborhood meeting on June 22 with the residents in the vicinity of
this project for the purpose of considering the pedestrian trail and walk issues associated
with this street improvement. This memo outlines some of the options and issues that will
be presented at that meeting. If Council or staff has any concerns or issues that are not
addressed herein please call me at 636 -2168 ext 330 and I will research the issue and be
prepared to address the matter at the meeting.
There are numerous options and variations that can be implemented. Attached is a sketch
which illustrates some of the options that in staff's option are most viable.
RECOMMENDED PARAMETERS FOR EVALUATING ALTERNATIVES
The basic parameters staff identified for consideration of the options are:
1. Pedestrian convenience, comfort and safety: A physical separation from the road
(boulevard area) is preferred. Locating the trail on the westerly side of Lakeshore
Avenue and the northerly side of Old Co. Rd. C reduces the road pedestrian
crossings.
2. Existing policy: The existing policy for street reconstruction calls for a five foot
concrete walk. Except for snow removal concerns this standard is acceptable for
pedestrian traffic however it does not serve bicycle traffic well.
3. Snow removal: For public works to accomplish snow removal with existing equipment
a minimum 6 -ft width is requested. Suggested options are: 6 -ft concrete walk, 8- ft
concrete trail or 8 -ft bituminous mixture trail.
Page 43
