MINUTES
CITY COUNCIL
JULY 8, 1992
Germer reported that the owner of the bus company is in
favor of eliminating on- street parking. Germer
reported that of the 12 property owners in the park who
returned surveys, 75% of them are in favor of
eliminating on- street parking.
Clete Busse asked if elimination of on- street parking
would solve the problem of vehicles parked on
boulevards.
The City Administrator replied that parking on
boulevards is prohibited by ordinance, and this is one
of the issues that the Code Enforcement Officer will
address. The Administrator also noted that when the
traffic officer from the Sheriff's Department looked at
the area, the problem was not as serious on that
particular day as it has been in the past. In
discussing the matter with the officer, he indicated
that he had no trouble supporting the recommendation to
restrict on- street parking. The Administrator noted
that the Public Works Superintendent supports no
on- street parking within the park.
Germer felt that on- street parking was used generally
as a convenience, and not because there was inadequate
off- street parking. Germer did state, however, that
some of the businesses within the park may have
outgrown their property.
Mrs. Scalze introduced the following resolution and
moved its adoption:
RESOLUTION NO. 92 -7 -225 - ELIMINATING ON- STREET PARKING
IN RYAN INDUSTRIAL PARK BASED ON THE WIDTH AND
CONDITION OF THE ROADWAY, PUBLIC SAFETY CONCERNS, THE
RECOMMENDATION OF THE PUBLIC WORKS DEPARTMENT AS WELL
AS THE RESULTS OF THE RYAN INDUSTRIAL PARK
BUSINESSMEN'S ASSOCIATION SURVEY, AND INSTRUCTING CITY
STAFF TO DELIVER A FLYER TO THE BUSINESSES WITHIN THE
PARK ADVISING THEM THAT ON- STREET PARKING WILL BE
PROHIBITED EFFECTIVE AUGUST 1, 1992
The foregoing resolution was duly seconded by Collova.
Ayes (5) Scalze, Collova, Hanson, Blesener, LaValle.
Nays (0). Resolution declared adopted.
COUNTRY Council reviewed agenda information regarding the speed
DRIVE limit on Country Drive and previous Council action to
SPEED increase the speed limit to 35 miles per hour. The
LIMIT City Administrator pointed out the recommendation of
the Sheriff's Department as well as Public Works to
retain the 30 miles per hour speed limit. The
Page 20
