WAC and SAC charges shall be paid with each building permit. <br />16. Park dedication fees shall he paid at the time of the building permit application for <br />each lot within the development based on the fee in effect at the time of the building permit <br />application. In addition, all plumbing permit fees, electrical permit fees and any other permit fees <br />required for new construction shall be paid at that time as well. <br />17. Should the Developer fail to complete construction by December 31_2016 as <br />required by section 18 below, or fail to pay assessments as required by Section 12 above, then <br />ownership of all Lots not previously sold, shall revert to the City; subject to the extension <br />provision noted below in this section. Said transfer shall be automatic and immediate through <br />the Developer's execution of quit claim deeds that transfer title to the City. The preparation of <br />those deeds shall take place concurrently with the execution of this agreement. Should a <br />completed house be sold, then the City shall return the unrecorded deed for that lot to the <br />Developer upon evidence of sale. An extension provision is available to the Developer to avoid <br />the transfer of lots to the City. The Developer hereby agrees to the following schedule of home construction: a) <br />before December 31, 2013, the Developer shall have started construction on three (3) homes; b) <br />before December 31, 201.4, the Developer shall have started construction on a total of ten (10) <br />_6_ <br />
