MINUTES <br />CITY COUNCIL <br />OCTOBER 9, 2013 <br />and is proposed to be 100% assessed. The improvement was petitioned <br />for by the property owner, and the City has received no objections to the <br />assessment. If this assessment is certified for collection with property <br />taxes, the assessment will be spread for 10 years at an interest rate of <br />4.5 %. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Keis, seconded by McGraw, the public hearing was <br />closed. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -10 -183 — ADOPTING THE ASSESSMENT <br />FOR IMPROVEMENT NO. 2013 -20, 555 LITTLE CANADA ROAD, <br />FOR EXTENSION OF MUNICIPAL WATER AND SANITARY <br />SEWER SERVICE AS RECOMMENDED BY CITY STAFF <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />RAMSEY Ramsey County Sheriff Matt Bostrom appeared before the Council to <br />COUNTY provide an update of Sheriff's Department activities. He noted that there <br />SHERIFF are four primary areas of service that the Sheriff's Department provides. <br />MATT These include patrol services for Ramsey County communities that do not <br />BOSTROM have their owner police department, of which Little Canada is one. The <br />Department provides detention services for the County. Bostrom <br />indicated that there jail typically averages 350 to 450 people per day with <br />a 5 -day stay being the average. The Department provides court security <br />and warrant deliveries, with there being 12,000 to 15,000 orders needing <br />delivery each year. Those deliveries have to be made in person. Bostrom <br />noted that deputies have police authority throughout the County, therefore, <br />are able to serve as a liaison between Federal, State, and local <br />jurisdictions. <br />Bostrom indicated that in order to keep the Sheriff's Department on track <br />with all its responsibilities, the Department as a whole as well as each unit <br />developed mission statements. <br />Bostrom then commented on the number of outstanding warrants in <br />Ramsey County, and reported that outstanding warrant information is now <br />available on the Sheriff's Department web site.
