IMPROVEMENT <br />HEARING - <br />IMP. NO. <br />2013 -19 <br />McMENEMY <br />ROAD <br />MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 16, 2013 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 16th day of <br />October, 2013 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />ALSO PRESENT: City Administrator <br />City Engineer <br />Maplewood Eng. <br />City Clerk <br />Mr. Bill Blesener <br />Ms. Shelly Boss <br />Mr. John Keis <br />Mr. Michael McGraw <br />Mr. Rick Montour <br />Mr. Joel R. Hanson <br />Mr. Lee Elfering <br />Mr. Steve Love <br />Ms. Kathy Glanzer <br />Mayor Blesener opened the Public Hearing to consider the improvement <br />of McMenemy Road (from County Road B to Viking Drive) by full <br />reconstruction including concrete curb and gutter and an upgraded storm <br />sewer system along with maintenance and improvement of existing <br />sanitary sewer and watermain system. <br />The City Engineer reported that this project is proposed by the City of <br />Maplewood and involves the reconstruction of McMenemy Street with the <br />larger Arkwright /Sunrise Area Project. The project incorporates eight <br />properties that are located in the City of Little Canada. The Engineer <br />reported that the proposal is to reconstruct McMenemy Street as an urban <br />28 -foot section street with B618 (barrier) concrete curb and gutter. Storm <br />drainage will be installed as part of the project as well as rain water <br />gardens. The Engineer noted that homeowners would have to consent to <br />rainwater garden construction on their property. The Engineer noted that <br />the project will also include the replacement of the cast iron watermain <br />with ductile iron pipe. Sanitary sewer will be Lined in the sections needed <br />this. Therefore, residents should inform Maplewood staff if they are <br />currently experiencing any sanitary sewer issues. The Engineer indicated <br />
