Hanson <br />MEMORANDUM <br />TO: Mayor Blesener & Members of City Council <br />FROM: Bill Dircks, Public Works Superintendent <br />DATE: October 15, 2013 <br />RE: Re- classification of No Parking area on Payne Avenue <br />In 2002 the City Council authorized the establishment of a no parking zone on both sides <br />of the street along the first 250 feet of Payne Avenue just north of Lahore Road. The <br />street is 24 feet wide in this area compared to 30 feet wide along the rest of Payne <br />Avenue. <br />A resident has requested that staff and the City Council revisit the no parking zone as he <br />and some of his neighbors have enough events at their respective homes that they <br />frequently need to acquire parking permits from the City. In looking at the street it is <br />narrow and should definitely be no parking on at least one side. I- Iowever, it seems <br />reasonable to allow parking on one side of the street. There would still be room for <br />vehicles to pass and emergency vehicles would also be able to get by. Two vehicles <br />going opposite directions probably wouldn't be able to pass each other in this area if <br />there were cars parked on one side but one vehicle could wait for the other to pass just <br />like they do in Minneapolis and St. Paul. <br />Staff proposes that we only allow parking between the hours of 6:00 a.m. and 2:00 a.m. <br />to ensure that cars are not parked overnight and causing long -term problems. The <br />resident who requested the parking area was in full agreement with that proposal. The <br />City Council had a similar situation arise along McMenemy Street a few years ago and <br />authorized the establishment of parking on one side of the street between 6:00 a.m. and <br />2:00 a.m. There have not been any problems along McMenemy since the signs were put <br />up. <br />Staff recommends the City Council authorize the re- classification of the no parking area <br />on northbound Payne Avenue to no parking 2:00 a.na. to 6:00 a.m. <br />1 <br />
