515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / PAX: (651) 766-4048
www.cidittle-canadann.us
MEMORANDUM
TO: Mayor Blesener and Members of the City Council
FROM: Kathy Glanzer, City Clerk
DATE: October 16, 2013
RE: Joint Powers Agreement with Ramsey County for
New Voting System Acquisition and Operation
MAYOR
501 131esener
COUNCIL
Rick Montour
John Keis
Michael McGraw
Shelly Boss
ADMINISTRATOR
Joel R. Hanson
Ramsey County is planning for the acquisition of a new voting system on a County -wide basis
with implementation likely in election year 2014. Little Canada's share of equipment costs is
$26,925.00 with annual operating costs an additional $2,092.93 (see Appendix C attached). The
City will have the option to pay equipment costs at the time of purchase, or spread the cost over a
two to five year period subject to the addition of financing costs.
With regard to why the new voting system is needed, please see the copy of an email attached
from Joe Mansky, Election Manager for Ramsey County. Essentially the current system is
obsolete, and the County is unable to get some replacement parts. Another factor is that the
County has a grant in the amount of $524,000 that can be applied toward the purchase of a new
voting system. The deadline for acquisition is March of 2014, or the money must be returned to
the State.
The City Attorney has reviewed the Joint Powers Agreement and finds it acceptable as to form.
Based on the County's intention to move forward with the purchase of a new voting system, City
staff recommends approval of the Joint Powers Agreement as presented.
1
