rural street sections to urban street sections where <br />possible. Therefore, when a rural street is scheduled for <br />an improvement, upgrading to urban design will be the <br />objective unless otherwise determined by the City Council. <br />In making such a determination the City Council may consider <br />a petition from property owners to perpetuate a rural <br />street. <br />Residential - The affected property owners will be <br />assessed 100% of the coot for new curb and 85% of <br />street reconstruction costs based on an 8 "/3" urban <br />section for the actual width of the street up to 30 <br />feet. Costs associated with providing subsurface <br />drainage and /or heavier section will be borne by the <br />City. The Maximum Assessment Rate shall apply. <br />Commercial - The commercial formula shall be determined <br />on an 80/20 allocation of total project costs <br />associated with street construction (less storm sewer) <br />between the property owners and the City. The costs of <br />storm sewer improvements will be borne 100% by the <br />City. The costs of new curb and gutter will be <br />assessed 100% to the affected property owner. <br />3. Rehabilitated Urban Streets: <br />Residential and Commercial - The costs of rehabilitated <br />streets shall be assessed 50% to the affected <br />properties, including any cost associated with <br />installation or repair of curb and gutter. Any costs <br />associated with improvements to the storm sewer system <br />will be borne by the City. Thc Maximum Assessment Rate <br />X .5 shall apply. <br />4. Reconstructed Urban Streets: <br />Residential - When an urban street is reconstructed, <br />85% of the project costs shall be assessed to the <br />abutting property owners based upon an 8 "/3" urban <br />section assuming the street in question has met or <br />exceeded its expected useful life. In thc event that <br />thc estimated useful life has not been met, a credit <br />will be granted pursuant to the unexpired term. Any <br />crcdit to be grantcd will be done at the sole <br />discretion of thc City pursuant to its determination. <br />Thc Maximum Assessment Ratc shall apply. The Maximum <br />Assessment Rate X .5 shall apply. <br />5. Preventative Maintenance: The City shall perform routine <br />and regular preventative maintenance to the extent practical <br />on all streets in the City, until such time as the street <br />has aged or deteriorated to the extent that such maintenance <br />7 <br />Page 10 <br />
