SECTION 7 - LEARNING AND EVALUATION PERIOD <br />Purpose <br />The learning and evaluation period is an integral part of the <br />selection and hiring process. The objectives of the learning and <br />evaluation period are: <br />A. To provide for particularly close observation and <br />supervision of an appointed employee's performance. <br />B. To provide time for evaluation by the employer either to <br />retain an employee whose performance is satisfactory or to <br />reject an employee whose performance in a position does not <br />meet required work standards. <br />C. To provide time for the employee to determine whether or not <br />a position is to his /her liking and to demonstrate his /her <br />fitness for the position. <br />Procedure <br />All permanent full -time and permanent part -time appointments <br />shall include a learning and evaluation period. Promotion shall <br />be subject to a learning and evaluation period consistent with <br />the appointed period. If employees who have been promoted are <br />found unsuitable for the work of the positions to which promoted, <br />they may be reinstated to the position and rate of pay of the <br />position from which promoted, so long as a vacancy exists. <br />Duration - Employees shall be subject to a learning and <br />evaluation period of six months of service after hiring <br />appointment or promotion. At the discretion of the Council, the <br />learning and evaluation period may be extended for an additional <br />six month period. <br />Completion - At or near the completion of the six -month period, <br />the respective department head shall evaluate the employee's <br />records and performance. If the employee's records and <br />performances are satisfactory, the department head shall so <br />certify to the City Administrator. Upon determining that the <br />employee has successfully completed the learning and evaluation <br />period, the City Administrator may designate the employee as a <br />regular employee. If the employee's records and /or performances <br />are found to be unsatisfactory at any time during the learning <br />and evaluation period, the Department Head shall so certify to <br />the City Administrator who may terminate the employee <br />immediately. <br />9 <br />Page 41 <br />
