SECTION 17 - NON - DISCIPLINARY SEPARATION <br />Resignation <br />A. Any employee wishing to leave the City service in good <br />standing shall file with his department head at least <br />fourteen (14) calendar days before leaving a written <br />resignation stating the effective date of this resignation. <br />Failure to comply with this procedure may be considered <br />cause for denying such employee future employment by the <br />City. <br />B. Unauthorized absence from work for a period of three (3) <br />days may be considered by the department head as a <br />resignation. <br />Retirement <br />Retirement is mandatory at age seventy (70). Employees who are <br />anticipating retirement should notify their supervisor in writing <br />six months previous to the date of retirement so adequate plans <br />can be made. <br />Severance Pav <br />All permanent part -time and full -time employees who leave the <br />employ of the City by resignation, retirement, or death shall <br />receive pay for unused accrued vacation and compensatory time <br />subject to maximum accruals. The City does not pay other forms <br />of severance pay, including pay for years worked or conversion of <br />sick days to cash. <br />Lav -Offs <br />A. A department head, with approval by the City Council, may <br />lay -off any permanent full -time or permanent part -time <br />employee whenever such action is made necessary as provided <br />in the annual budget by reason of shortage of work or funds, <br />the abolition of a position or because of changes in <br />organization. Two (2) weeks advance written notice of the <br />lay -off shall be given. Qualifications and performance of <br />personnel within an affected position shall be the <br />determining factors for lay -offs. Length of service will be <br />given consideration only when all other qualifications are <br />equal. The City Administrator or appropriate department <br />head may lay off or terminate temporary and seasonal <br />employees with no prior notice and without City Council <br />approval. <br />B. Employees who have been laid off will be recalled to their <br />former position classification in the reverse order of their <br />lay -off. <br />33 <br />Page 65 <br />
