SECTION 21 - ALCOHOL AND PSYCHOACTIVE DRUG POLICY <br />The use of alcohol or of drugs which change the normal <br />functioning of the central nervous system by either stimulating <br />or depressing it (Psychoactive drugs) may seriously affect an <br />employee's performance. They may also endanger the employee's <br />health and safety as well as the safety of other employees. It <br />is therefore appropriate that guidelines be established for the <br />control of alcohol and drugs as they pertain to the employee and <br />the employee's job with the City of Little Canada. <br />ALCOHOL <br />1. Alcohol must not be consumed in any City building, office, <br />vehicle, or on City premises, including parking lots, except <br />during designated events as approved by the City Council; <br />and no employee who is intoxicated may work or report for <br />work. <br />2. Alcoholic beverages shall not be consumed anywhere during <br />rest breaks, lunches, or other meals if the employee is to <br />work thereafter on the same work day. <br />DRUGS <br />1. Common unprescribed psychoactive drugs are LSD, marijuana, <br />heroin, etc. Psychoactive drugs, which may be prescribed <br />but present a danger if improperly used, are barbiturates, <br />dexedrine and similar preparations, tranquilizers, and <br />commonly prescribed narcotics. <br />2. Non - prescription psychoactive drugs should not be taken by <br />any employee at any time. Employees shall not be permitted <br />to work while under the influence of psychoactive drugs <br />unless the drug is being used strictly as prescribed by a <br />licensed physician. Where the use of prescribed <br />psychoactive drug interferes with the employee's performance <br />or presents a health or safety hazard, the employee should <br />be taken off that job or, with the concurrence of the <br />prescribing physician, changed to an alternate drug. <br />3. Unless a psychoactive drug is taken strictly as prescribed <br />by a licensed physician, it may not be kept or taken on City <br />premises, including parking lots, or in any City vehicle or <br />any vehicle being used for City business. <br />4. No employee who is under the influence of a psychoactive <br />drug which was not prescribed for the employee by a licensed <br />physician or which is not being taken strictly as <br />prescribed, may work or report for work nor should any <br />person who is under the influence of such a drug be <br />permitted on City premises or in a City vehicle being used <br />for City business. <br />40 <br />Page 72 <br />
