211. CITY ADMINISTRATOR <br />-' 211.010. The position of the City Administrator is hereby <br />established. He /she shall be chosen by the City Council solely on <br />the basis of his /her training and experience and administrative <br />qualifications. The City Administrator shall be an employee at will, <br />appointed for an indefinite period by a majority of the City Council, <br />who may be removed from office only by a majority of the City <br />Council, after thirty (30) calendar days written notice. <br />211.020. The City Administrator must have the ability to plan <br />development within the City, to collect materials and to be able to <br />analyze that material for reporting to the City Council, and to <br />conduct and implement studies as to procedures, operations and <br />organization. The City Administrator shall also have the ability to <br />advance and promote harmonious relations with and between municipal <br />employees and the general public. The City Administrator shall <br />possess a degree in public administration or its equivalent and have <br />sufficient experience, knowledge, and /or abilities, which, in the <br />opinion of the City Council, qualify the person for the position. <br />211.030. The duties and responsibilities of the City <br />Administrator shall be: <br />(A) Subject to City Council regulations and applicable laws, the <br />City Administrator shall control and direct the administration of <br />municipal affairs. <br />(B) The City Administrator shall see that all laws, ordinances <br />and resolutions of the City are enforced in conjunction with the <br />City's law enforcement agency. <br />G (C) The City Administrator shall supervise the activities of all <br />municipal department heads and personnel of the City in the <br />administration of municipal policy with authority to effectively <br />recommend their employment or removal. <br />(D) The City Administrator shall attend and participate in all <br />meetings of the City Council. He /she shall be responsible for the <br />preparation of the City Council agenda and recommend to the City <br />Council such measures as he /she may deem necessary for the welfare of <br />the citizens and the efficient administration of the City. He /she <br />may attend at his /her discretion, or at the direction of the City <br />Council, other committee and commission meetings. <br />(E) He /she shall be responsible for the preparation of the <br />Planning Commission, Park Commission, and other agendas. <br />(F) He /she shall be responsible for the preparation of the HRA <br />and EDA agendas. <br />(G) The City Administrator shall prepare annual fiscal budget <br />and capital improvement plan for the City Council. He /she shall <br />maintain financial guidelines for the municipality within the scope <br />of his /her responsibilities, submit reports to the City Council on <br />Page 43 <br />Page 85 <br />
